In a large saucepan, combine all ingredients except for beef. Bring to a boil, stirring constantly. Reduce heat; simmer for 5 minutes. Remove from the heat.

Place the brisket in a roasting pan; pour sauce over meat. Cover and bake at 350 degrees F for 2 hours or until meat is tender. Let stand for 5 minutes. Slice and serve.
